Contract for Excellence: 2024-25
The 2024-2025 Contract for Excellence plan of the City School District of 91桃色 will continue efforts to improve student achievement. It also will build capacity to serve students in high-needs schools across the district.
The total contract amount is $6,108,505 for 2024-2025 which is the State required amount due to the full phase-in of Foundation Aid implemented in 2023-2024. Seventy-five percent (75%) of the total must be allocated to the below identified schools.

Targeted schools
The contract plan targets students with the greatest educational need as identified on the Educational Need Matrix provided by the State Education Department.
The 2024-25 contract supports programs and services for students at the following schools:
$371,217 will provide the following:
- For increased time on task: A full-time reading teacher, two full-time social workers; and
- For teacher/principal quality: A portion of the salary for Secondary Special Education Coach; and
- For English-language learners: One ENL teacher.
$373,594 will provide the following:
- For increased time on task: A full time reading teacher, a full-time social worker, a Special Education teacher; and
- For teacher/principal quality: A portion of the salary for Secondary Special Education Coach, a portion of the salary for a math coach; and
- For English-language learners: One ENL teacher.
$820,815 will provide the following:
- For increased time on task: One-and-a-half (1.5) reading teachers, two full-time social workers, a school psychologist, behavior specialist, and two Special Education teachers; and
- For teacher/principal quality: A portion of the salary for Secondary Special Education Coach, a portion of the salary for a math coach, and literacy coach; and
- For English-language learners: One ENL teacher.
$562,432 will provide the following:
- For increased time on task: A full-time reading teacher, two full-time social workers, a school psychologist, and a Special Education teacher; and
- For teacher/principal quality: A portion of the salary for Secondary Special Education Coach, a portion of the salary for a math coach; and
- For English-language learners: One ENL teacher.
$838,741 will provide the following:
- For increased time on task: Two full-time reading teachers, three Special Education teachers, a social worker, a school psychologist; and
- For teacher/principal quality: An elementary math interventionist; and
- For English-language learners: One ENL teacher.
$281,421 will provide the following:
- For teacher/principal quality: A math coach, and elementary math interventionist; and
- For English-language learners: One ENL teacher.
$619,114 will provide the following:
- For increased time on task: A full-time reading teacher, a social worker, a school psychologist, a behavior specialist; and
- For teacher/principal quality: An elementary math interventionist; and
- For English-language learners: Two ENL teachers.
$721,712 will provide the following:
- For increased time on task: A full-time reading teacher, a social worker, a school psychologist, one half (0.5) behavior specialist, and three Special Education teachers; and
- For teacher/principal quality: A math coach, and elementary math interventionist.
Social-emotional support services
11 positions for a total of $898,583
Two full-time positions for the Tony Clement Center, Myers, North 91桃色, and a full-time position for Hackett, Arbor Hill, Delaware, Giffen, Roots, and Sheridan Prep.
7 positions for a total of $579,568
A full-time position for Myers, North 91桃色, Arbor Hill, Delaware, Giffen, Roots, and Sheridan Prep.
2.5 positions for a total of $187,258
A full-time position for Myers and Delaware, and a half-time (0.5) for Arbor Hill.
Special Education services
13 positions for a total of $1,172,926
- A Secondary Special Education Coach position split between 91桃色 High, Hackett, Myers, and North 91桃色.
- Special Education teachers; A full-time position at Hackett, North 91桃色, Eagle Point, and Sheridan Prep, two full-time positions at Myers, and three full-time positions at Arbor Hill, and Giffen.
ENL, literacy and math
12.3 positions for a total of $1,063,415
At schools with high refugee and immigrant populations to help students meet academic expectations and make academic gains:
- A full-time position at 91桃色 High, Hackett, Myers, North 91桃色, ASH, Giffen, New Scotland, Pine Hills and TOAST.
- Two full-time positions at Delaware.
- One-and-a-third (1.3) at Roots.
13.4 positions for a total of $1,373,792
The district is committed to the instructional coaching model to ensure rigor and implementation of the NYS Next Generation Learning Standards for ELA and Math with an emphasis on instructional delivery, classroom management, and assessment.
9.5 positions for a total of $832,964
A full-time position at 91桃色 High, Hackett, North 91桃色, Arbor Hill, Delaware, and Roots, one-and-a-half (1.5) at Myers, and two (2) at Giffen.
Timeline
Contract for Excellence regulations indicate that the contract plan should result in at least a 10% gain in the percent of the target group students achieving the state standards. The target group students are those at the identified schools that did not meet their benchmark for annual progress, denoted by the State Education Department as Adequate Yearly Progress (AYP).
